Operators set up professional, audience-free arenas specifically for broadcasting clear, 24-hour live streams directly to players' devices. Bettors simply evaluated dynamic odds and picked a side before the system locked in their wagers. You could back the favored side, typically wearing a red band and known as "Meron," or place a bet on the blue-banded challenger, "Wala." A draw could also be selected if both birds failed to secure a win in the allotted time. This streamlined interface made placing a bet easier than ever, effectively removing the friction of traveling to a crowded derby.

However, behind this seamless user experience, a grim reality began to surface. The industry experienced massive, unchecked growth that soon coincided with deeply alarming real-world events. Between April 28, 2021, and January 13, 2022, an investigative timeline tracked at least 34 individuals tied to the cockfighting circuit who disappeared across Manila, Laguna, Batangas, Bulacan, and Rizal. One prominent case involved Ricardo Lasco, a breeder and agent who was abducted directly from his San Pablo residence on August 30, 2021.

This stark human cost forced a definitive response from the state. By February 2022, the Philippine Senate Committee on Public Order and Dangerous Drugs, chaired by Senator Ronald Dela Rosa, convened formal hearings to investigate the operations and the mounting disappearances. The political pressure was unified, with 23 senators—including Senate President Vicente Sotto III—signing a resolution that urged the immediate suspension of e-sabong. Following an ocular inspection of the Manila Arena by the National Bureau of Investigation on March 5, the government acted.

On May 3, 2022, President Rodrigo Duterte formally announced the nationwide cessation of all e-sabong operations, acting upon recommendations from Interior and Local Government Secretary Eduardo Año. The Philippine Amusement and Gaming Corporation instantly ordered operators to shut down their gaming websites, auxiliary services, and off-cockpit betting stations. The legal and executive consequences stretched into the end of the year. In December 2022, justice prosecutors indicted three Laguna police officers on robbery and kidnapping charges linked to a missing agent. That same month, on December 28, President Ferdinand Marcos Jr. issued Executive Order No. 9, permanently mandating the continued suspension of online cockfighting and off-cockpit live-streamed wagering.
